In the days when yours truly was still adjusting the door hinges before moving on to my next job and at a time when electrical regulations allowed a fitter to undertake electrical work provided they had only a competent knowledge, I utilised fused spurs for the purpose they were meant. They were located in an accessible place in order that should a problem occur, the appliance which it fed, via a socket that could be located within the extractor flue, could then be isolated whilst repairs were carried out. If what you describe is that the isolation switch itself is located behind the flue of your extractor and you have no means of isolating the appliance in the event of any issues without removing the flue section then I don't believe that it is correct.
As for clearance above a hob, the minimum distance will be detailed within the manufacturers instruction booklet that arrived with both hob and extractor. The two distances may vary but I would use the greater measurement as the yardstick here.
